The Bonded Shipment Journey
From the moment your package is flagged to the moment it's delivered โ and your bond is refunded โ here's exactly what happens. Every step is protected by federal law.
๐ฆ 1. What Happens When Your Package Is Flagged?
Every package that passes through our system undergoes routine scanning as part of our compliance and security protocols. This is a standard procedure required of all CBP-authorized bonded carriers.
When a package is flagged, it means our systems have identified that the shipment contains controlled substances, regulated materials, or items that require additional licensing or coverage under federal law. This triggers the need for Refundable Bond Insurance to secure the package and ensure full compliance with CBP regulations.
Once the bond is secured, your package enters the bonded shipment journey โ a process that is fully supervised and protected by federal law.

โ๏ธ 4. The Legal Framework Behind Every Bonded Shipment
Every bonded shipment is governed by a comprehensive legal framework that standard couriers do not operate under. Here are the key regulations that protect your shipment:
- ๐ 19 CFR ยง 19.4 โ CBP and Proprietor Responsibility: The proprietor is responsible for safekeeping of merchandise and records. The proprietor or his employees shall safeguard and shall not disclose proprietary information[reference:6].
- ๐ 19 CFR ยง 18.1 โ In-Bond Application: An in-bond application consisting of a transportation entry and manifest must be transmitted to CBP via a CBP-approved EDI system in order to transport merchandise in-bond[reference:7].
- ๐ CBP Form 301 โ Customs Bond: The official customs bond form that binds bonded carriers to the United States for compliance with all applicable laws and regulations[reference:8].
- ๐ 21 CFR ยง 1312.29 โ Controlled Substances: Establishes that bonded carriers are the legally designated handlers for controlled substances.
- ๐ 19 CFR Part 18 โ Transportation In Bond: Governs the in-bond movement of merchandise and establishes liability for not meeting in-bond requirements.
These regulations provide the legal foundation for our privacy, security, and compliance practices โ protections that standard couriers simply cannot offer.

- ๐ Privacy Compromised: Your shipment data and contents will no longer be protected under 19 CFR ยง 19.4.
- ๐ Federal Escalation: If non-compliant items are found, we are required by law to escalate the matter to federal authorities, including CBP, DEA, and other law enforcement agencies.
- โ๏ธ Legal Action: We reserve the right to take legal action against the shipper and/or receiver for violations of federal law.
- ๐ฐ Financial Loss: You may incur fines, penalties, or forfeiture of the shipment.
๐ฏ 7. Why Choose a Bonded Carrier?
Standard couriers like USPS, FedEx, and UPS are excellent for everyday deliveries. But for regulated shipments, controlled substances, or any package that requires legal protection, only a bonded carrier will do.
Here's why:
- ๐ก๏ธ Legal Protection: Bonded carriers operate under federal regulations that standard carriers do not. Your shipment is protected by law.
- ๐ Customs Clearance: Bonded carriers are authorized to handle customs clearance and in-bond transportation โ standard carriers are not.
- ๐ Privacy Protection: Under 19 CFR ยง 19.4, your proprietary information is legally protected from disclosure.
- ๐ฐ Financial Security: Bonded carriers carry surety bonds and specialized insurance that standard carriers do not offer.
- โ๏ธ Compliance: Bonded carriers ensure full compliance with CBP and DEA regulations, protecting you from fines, penalties, and legal action.
